Romania's National Forest Administration - Romsilva has rejected Environment Minister Diana Buzoianu's interpretation of a provision in the new Collective Labour Agreement concerning the provision of transport for trade union activities. The dispute comes at an important time for Romania's forestry and wood industry, amid the ongoing restructuring of Romsilva and broader debates over the management of state-owned forests.
🌲 Diana Buzoianu publicly criticised a provision in the new Collective Labour Agreement negotiated between Romsilva and the Silva Federation of Forestry Trade Unions. The minister argued that the document allows vehicles to be provided to the union for trade union activities, including protests, and presented the issue as further evidence of the need to reform the state forest administration.
Romsilva: trade union activities do not only mean protests
Romsilva rejected this interpretation and explained that the provision in question refers to providing means of transport, where possible, for the organisation of trade union activities.
According to Romsilva, the concept of trade union activity has a broader meaning and is not limited to protests. The Silva Federation also organises professional, social, educational, sporting and cultural events.
Romsilva also stated that for major events involving large numbers of union members, the Silva Federation rents transport from authorised companies.
🪵 Consequently, Romsilva argues that interpreting the contractual provision as meaning that the state forest administration provides vehicles specifically for organising protests is not supported either by the wording of the provision or by the way it is applied in practice.
Silva Federation calls the accusation false
Separately, the Silva Federation of Forestry Trade Unions issued a stronger response, describing as false the claim that Romsilva provides vehicles to trade unions for participation in protests.
The union federation argues that the provision must be considered within the framework of Romania's social dialogue legislation and the Collective Labour Agreement and does not mean that Romsilva pays for buses or minibuses to transport union members to protests.
The dispute also extends to Romsilva's restructuring
The disagreement is not limited to the Collective Labour Agreement. Romsilva has also responded to criticism regarding the alleged obstruction of its restructuring process.
According to the forest administration, it fulfilled its legal obligations and submitted the two methodologies required for the restructuring within the established deadlines. Romsilva argues that the documents were not approved by ministerial order within the required timeframe, preventing the new structures from becoming operational and delaying competitions for management positions.
The dispute should be viewed within the broader reform of Romsilva. In March 2026, the Romanian Government approved the decision concerning the restructuring of the National Forest Administration, with the Environment Ministry presenting the reform as an important measure aimed at improving the efficiency of state forest management.
Why does this matter for the wood industry?
🌳 Beyond the institutional and trade union dispute, the restructuring of Romsilva is an important issue for the Romanian wood industry and timber market. Romsilva manages a significant part of Romania's national forest area, and changes in the way the organisation operates can potentially affect wood availability, timber auctions and the predictability of raw wood supply.
For logging companies, sawmills, furniture manufacturers, wood-based panel producers, pellet manufacturers and other wood products companies, predictable access to raw materials remains an important factor in production planning, investment decisions and cost management.
These developments should also be monitored within the broader context of the European wood market, timber demand, wood prices and raw material availability, as forestry policies and changes in wood supply can directly influence the competitiveness of European wood manufacturers.
The wood market needs predictability
For companies operating across the wood supply chain, the key question is how Romsilva's reform will ultimately affect forest resource management and the functioning of Romania's wood market.
Institutional changes may have consequences for available timber volumes, wood sales mechanisms, logging costs and, indirectly, the prices of logs, sawn timber and other wood products.
At the same time, companies operating in the European timber and wood products market need to monitor regulatory developments concerning traceability, sustainability and compliance, including requirements that may affect wood imports, wood exports and international timber trade.
